Louis Seabrooke is the Director General of the Internal Audit and Evaluation Directorate in the Audit, Evaluation, and Risk Branch at the Canada Revenue Agency (CRA).
Born in Montreal, Canada, Louis holds a Bachelor of Commerce from Concordia University and is a Chartered Professional Accountant and Certified Internal Auditor. Equipped with this knowledge, he began his career in the private sector at PricewaterhouseCoopers, after which he joined the Federal Public Service with service in two large departments and the Office of the Comptroller General. In 2014, the Institute of Internal Auditors recognized Louis as one of the top 20 emerging leaders for leadership, innovation and advocacy, and in 2015, Louis joined the executive ranks of the CRA. He was the only CRA participant to attend the 2017 Governor General’s Canadian Leadership Conference, and continues to demonstrate this leadership through his role as a mentor and Champion for his branch’s Young Professionals Network.
Over the last two years, Louis has attended the Institute of Internal Auditor’s International Conferences both in Dubai and Anaheim. He has also presented a breakthrough, innovative approach to the internal audit process at the Organisation for Economic Co-operation and Development (OECD) Forum on Tax Administration’s Risk and Assurance Workshop held in Paris. This approach was recognized by the IIA Ottawa chapter in June 2019 where Louis and his team were presented with the ‘Excellence Award’ for their innovative work by applying the risk tolerance model to help clients risk assess their approach to management action plans.
